It does not have radio frequency resources but sells mobile communication services under its brand name using the network of a licensed mobile operator. It is also known as a virtual network operator (VNO) or mobile licensed operator (MOLO). An MVNO offers rate plans, issues SIMs, promotes products and has full control over the SIM card, branding, marketing, billing, and customer care.
The OFTEL (Office of Telecommunications), the British regulator, was the first to coin the MVNO (Mobile Virtual Network Operator) term in 1999. And according to 2015 data from GSMA Intelligence, MVNOs are developed mainly in European countries, Asia and North America.
As per the reports by Lansdowne Consulting and Informa Telecoms & Media, MVNO subscribers are estimated to double in size – approximately from 170 million worldwide in 2014 to 270 million at the end of 2018.
MNOs( Mobile Network Operators) play the role of host for MVNO. An MNO could deal with many MVNOs.Each MVNO on the same MNO may have a small number of subscribers. MNO is a hardware section. It provides the infrastructure and services and organizes the entire process. Orange, T-Mobile, and AT&T are instances of MNO. Without them, there is no global mobile network.
MVNEs(Mobile virtual network enablers) are the negotiators between mobile and virtual network operators. An MVNE makes sure there is a technical possibility for providing services to subscribers.
